Enigma Falls

As you gaze upon this majestic waterfall, a peculiar sight strikes your eyes. Letters seem to be flowing down within the water! Each section of the waterfall contains letters that must be placed in the columns directly below, though the exact order is for you to determine. Words are separated by black squares, and a word at the end of a row continues onto the next row. Some helpful soul has placed the first few letters in the first section to get you started. Can you determine what the waterfall is trying to say and determine who is responsible for releasing letters in the river to begin with?
